## What you need to know

California licenses professions through different boards and departments. See which agency handles cosmetology, nursing, real estate, insurance, counseling and more before you choose a course.

Last reviewedOctober 19, 2026

### Which agency handles what

Most regulated professions, such as cosmetology, nursing, contractors, accountancy and dentistry

**A board or bureau of the Department of Consumer Affairs (DCA)**DCA is made up of 36 boards, bureaus, committees and programs that license more than 280 license types. Examples include the Board of Barbering and Cosmetology, the Board of Registered Nursing, the Contractors State License Board and the California Board of Accountancy.

Professional clinical counselors, marriage and family therapists, clinical social workers and educational psychologists

**California Board of Behavioral Sciences**Psychologists are licensed by a different DCA board, the Board of Psychology.

Real estate salespeople and brokers

**California Department of Real Estate (DRE), not DCA**To qualify for the salesperson exam you complete three college-level courses. Real estate appraisers are licensed by a separate DCA bureau, the Bureau of Real Estate Appraisers.

Insurance agents and brokers

**California Department of Insurance**

### Use the California regulator for your profession

California regulates professions through multiple boards and departments. The Department of Consumer Affairs’ BreEZe system supports many participating boards, while agencies such as the Department of Real Estate maintain their own licensing services. Confirm the responsible regulator and exact credential before relying on any education or renewal checklist.

### Plan your California licensing path

1. 01

    #### Identify the credential and regulator

Determine whether your profession uses a Department of Consumer Affairs board, BreEZe, or a separate department, then confirm the exact credential for your planned work.

2. 02

    #### Verify the current application path

Review the responsible regulator’s applicant guidance for current education, pre-license, examination, experience, and application steps before selecting coursework.

3. 03

    #### Recheck renewal and continuing education

Return to the regulator’s official licensing materials before renewal to verify current timing, renewal procedures, and any continuing education conditions.
