# California mental health counselor licensing requirements

The primary independent counselor route in California is Licensed Professional Clinical Counselor (LPCC); supervised work is normally completed as an Associate Professional Clinical Counselor (APCC). The requirements below describe that counselor license only; psychology, social work and marriage-and-family-therapy routes are separate.

## Credential requirements

### Licensed Professional Clinical Counselor (LPCC); supervised work is normally completed as an Associate Professional Clinical Counselor (APCC).

1.  #### Education
    
    Meet California BBS degree requirements for a counseling master’s or doctorate, generally at least 60 semester units with the required counseling core, advanced coursework and supervised practicum.
    
2.  #### Exam
    
    Pass both the California LPCC Law and Ethics Examination and the National Clinical Mental Health Counseling Examination (NCMHCE).
    
3.  #### Experience
    
    Register as an APCC before accruing California hours. Complete 3,000 supervised hours over at least 104 weeks; the Board’s materials identify direct counseling and other qualifying activities within that total.
    
4.  #### Application
    
    Submit the APCC registration, fingerprints and supervision documentation to the California Board of Behavioral Sciences, then apply for LPCC licensure with transcripts, verified hours, Law and Ethics result, NCMHCE approval and fees.
    

**Good to know:** This guide covers only the Licensed Professional Clinical Counselor (LPCC); supervised work is normally completed as an Associate Professional Clinical Counselor (APCC). Psychology, clinical social work and marriage-and-family-therapy licenses are separate regulated professions; a short pre-licensure course cannot replace the required graduate degree, supervised practice, examinations or state license.
