# Tax preparer requirements in Connecticut

Connecticut requires a paid preparer permit for a non-exempt person who prepares more than 10 Connecticut income-tax returns or more than 10 federal income-tax returns for Connecticut clients, or a combination, for a fee. Federal PTIN and e-file credentials remain separate.

## 4 credential pathways

Each credential below has its own requirements. Pick the one that matches the work you plan to do.

### IRS paid tax preparer — PTIN

1.  #### Education
    
    The IRS does not require a degree or a general course merely to obtain a PTIN. Keep current with federal and applicable state tax law. The IRS Annual Filing Season Program (AFSP) is voluntary and has its own continuing-education requirements.
    
2.  #### Exam
    
    There is no general federal competency examination for the PTIN pathway. The enrolled-agent credential has a separate IRS enrollment process and examination or qualifying alternative; it is optional.
    
3.  #### Experience
    
    The IRS PTIN pathway has no general prior-experience requirement. Experience, supervision, or a professional license may still be required by a state pathway or by the scope of representation requested by a client.
    
4.  #### Application
    
    Apply for or renew the PTIN through the IRS PTIN system for the current tax year. If the firm will transmit returns, submit the IRS e-file application through e-Services and complete the suitability process for an EFIN. Then follow the state filing, authorization, and e-file rules listed for this jurisdiction.
    

**Good to know:** A PTIN permits paid preparation; it does not by itself grant authority to represent a taxpayer before the IRS. Attorneys, CPAs, and enrolled agents have unlimited IRS representation rights. The AFSP is voluntary and gives limited representation rights for returns the participant prepared and signed. State business, professional, and local rules may apply separately.

### IRS Enrolled Agent (EA)

1.  #### Education
    
    The IRS EA route is based on a PTIN, the Special Enrollment Examination (SEE) or a qualifying former-IRS alternative, enrollment, and suitability; the IRS does not list a degree as an EA step. After enrollment, maintain the credential with generally 72 hours of IRS-approved continuing education per three-year cycle, at least 16 hours each year, including 2 ethics hours.
    
2.  #### Exam
    
    Obtain a PTIN, apply for and pass all three parts of the IRS Special Enrollment Examination: Part 1 Individuals, Part 2 Businesses, and Part 3 Representation, Practices and Procedures. Certain former IRS employees may request a waiver based on qualifying technical experience.
    
3.  #### Experience
    
    The ordinary EA route has no general prior tax-preparation experience requirement beyond passing the SEE and suitability review. Certain former IRS employees may use the alternative without the SEE when they document qualifying technical experience; the IRS generally describes at least five years in a qualifying taxpayer-facing technical position, including three of the five years before separation, with an application generally due within three years after separation.
    
4.  #### Application
    
    After passing the third SEE part, apply for enrollment within one year using IRS Form 23 through Pay.gov or by mail. The IRS conducts a suitability check covering personal and business tax compliance and criminal background. Keep a current PTIN and renew the EA enrollment and continuing education on the IRS schedule.
    

**Good to know:** EA is an optional federal credential; it is not required to prepare paid returns when the preparer has a PTIN, and it does not replace any state or local preparer license, permit, registration, VPID, e-file, or business requirement. EAs generally have unlimited IRS representation rights.

### IRS Annual Filing Season Program (AFSP)

1.  #### Education
    
    For the standard route, complete 18 hours of continuing education from IRS-approved providers: a 6-hour Annual Federal Tax Refresher (AFTR) course with a knowledge-based test, 10 hours of other federal tax law, and 2 hours of ethics. Certain IRS-recognized state or national test passers and other listed groups are exempt from AFTR but must complete 15 hours: 3 federal tax-law updates, 10 other federal tax law, and 2 ethics.
    
2.  #### Exam
    
    AFSP has no separate licensing examination. The standard AFTR course includes a knowledge-based comprehension test. The AFTR requirement may be waived for IRS-recognized exempt groups, but the reduced continuing-education requirements still apply.
    
3.  #### Experience
    
    No general prior-experience requirement is listed for AFSP. It is designed as a voluntary annual continuing-education program for unenrolled preparers and requires an active PTIN plus the applicable continuing education and Circular 230 consent.
    
4.  #### Application
    
    Renew the PTIN for the upcoming filing season, complete the applicable continuing education through IRS-approved providers, consent to Circular 230 Subpart B and section 10.51 obligations in the PTIN process, and obtain the IRS Record of Completion after requirements are met. The record is annual and filing-season specific.
    

**Good to know:** AFSP is voluntary and is not required to prepare paid federal returns when the preparer has a PTIN. It provides limited IRS representation rights only for clients whose returns the participant prepared and signed, before revenue agents, customer service representatives, similar IRS employees, and the Taxpayer Advocate Service; it does not provide unlimited rights for appeals or collection matters. PTIN and all applicable state or local requirements still apply. Attorneys, CPAs, and EAs have unlimited IRS representation rights.

### Connecticut Paid Tax Preparer Permit

1.  #### Education
    
    Non-exempt preparers must complete the IRS Annual Filing Season Program (AFSP) and receive the applicable Record of Completion to apply for or renew a Connecticut permit under the DRS guidance. The application guide also asks for prior tax-preparation education or training.
    
2.  #### Exam
    
    The cited Connecticut DRS permit guidance does not list a separate state competency exam for the paid-preparer permit. Follow the current DRS application instructions if the agency changes this requirement.
    
3.  #### Experience
    
    The DRS application guide requires the applicant to be at least 18, have a high-school diploma or equivalent, and have prior tax-preparation education or experience. It does not state a single minimum number of years of preparation experience.
    
4.  #### Application
    
    Obtain a current IRS PTIN, complete the AFSP when required, apply as an individual through Connecticut e-License for Tax Preparation Permitting, provide the requested identity, education/training, and PTIN information, and renew as required. Check the return-volume threshold and exemption categories before applying.
    

**Good to know:** Connecticut's permit is not replaced by AFSP; DRS says AFSP is required for non-exempt permit applicants but does not itself make a preparer exempt. A permit is required based on the Connecticut-client return threshold even if the preparer works outside Connecticut.
