# Florida mental health counselor licensing requirements

The primary independent counselor route in Florida is Licensed Mental Health Counselor (LMHC); the supervised stage is Registered Mental Health Counselor Intern (RMHCI). This guide also lists separate Florida Certification Board competency certifications (CMHP, CBHCM and CBHCM-P), which do not grant LMHC independent-practice rights. Psychology, social work and marriage-and-family-therapy routes are separate.

## 4 credential pathways

Each credential below has its own requirements. Pick the one that matches the work you plan to do.

### Licensed Mental Health Counselor (LMHC); the supervised stage is Registered Mental Health Counselor Intern (RMHCI).

1.  #### Education
    
    Complete a qualifying master’s degree in mental health counseling or a related field with the graduate coursework required by Florida’s Board rules.
    
2.  #### Exam
    
    Florida’s counselor rules require the Board-approved national clinical counseling examination; verify the current examination instruction with the application because the rules have been amended recently.
    
3.  #### Experience
    
    As an RMHCI, complete 1,500 hours of face-to-face psychotherapy under qualified supervision over at least two years, with the supervision required by the current Board rules.
    
4.  #### Application
    
    Apply to the Florida Department of Health/Board of Clinical Social Work, Marriage & Family Therapy and Mental Health Counseling with transcript, intern registration, supervision plan/logs, examination, fingerprints/background materials and fees.
    

**Good to know:** This guide covers only the Licensed Mental Health Counselor (LMHC); the supervised stage is Registered Mental Health Counselor Intern (RMHCI). Psychology, clinical social work and marriage-and-family-therapy licenses are separate regulated professions; a short pre-licensure course cannot replace the required graduate degree, supervised practice, examinations or state license.

### Florida Certification Board (FCB) Certified Mental Health Professional (CMHP), a competency certification for unlicensed mental-health practitioners; it does not grant Florida independent-practice rights.

1.  #### Education
    
    Hold at least a bachelor's degree in an FCB related field. Tier I includes counseling, psychology, social work, and behavioral health; Tier II includes fields such as child development, criminal justice, education, human services, nursing, public or community health, sociology, specialized therapy, and vocational or occupational counseling/rehabilitation. The degree must come from a U.S. Department of Education- or CHEA-recognized institution, with an official transcript sent directly to FCB. Also complete FCB content-specific training: 150 hours for Tier I or 250 hours for Tier II, with the required topic coverage; training is generally eligible for 10 years and degree coursework does not expire.
    
2.  #### Exam
    
    After FCB approves the background screening, education, training, work experience, direct supervision, and three recommendations, pass the CMHP competency examination. The April 2026 CMHP guide does not publish the exam format, passing score, or exam fee; confirm those details with FCB before scheduling or budgeting.
    
3.  #### Experience
    
    Complete related work experience verified by current or former employers: 2,000 hours for a Tier I degree or 4,000 hours for a Tier II degree. Complete direct supervision verified by supervisors: 100 hours for Tier I or 150 hours for Tier II. The April 2026 guide says in its requirements table that work and supervision must be within the prior five years, but its supporting-documents table says within 10 years; confirm the applicable look-back with FCB before relying on older hours.
    
4.  #### Application
    
    Create an FCB account and online CMHP application, upload the transcript copy and training verification forms/certificates, and pay the nonrefundable $150 application fee. Ask the degree institution to send the official transcript and ask employers, supervisors, and three professional references to submit FCB verification/recommendation forms directly on your behalf. FCB authorizes exam registration only after the portfolio is approved. The current fee schedule lists $125 annual renewal due June 30; it does not list a CMHP exam fee.
    

**Good to know:** FCB describes CMHP as an unlicensed practitioner designation that must work for a licensed treatment agency or community mental health center; it is not LMHC licensure. The April 2026 guide requires 20 continuing-education hours annually, although its summary table says biennial renewal; the detailed maintenance table and current fee schedule say annual renewal. Florida's Chapter 491 LMHC route is a separate state license with its own graduate education, supervised clinical experience, examination, and application requirements. A CMHP, CBHCM, or short pre-licensure course cannot replace that state license or authorize independent diagnosis, psychotherapy, or counseling practice.

### FCB Certified Behavioral Health Case Manager (CBHCM), the full certification for non-clinical targeted behavioral-health case management.

1.  #### Education
    
    Hold a bachelor's degree or higher from a CHEA-recognized institution, with the official transcript sent directly to FCB. Complete 50 hours of FCB-approved CBHCM content-specific training covering the case-management performance domains: engagement and assessment, service planning and development, coordination/linkage/monitoring, documentation, and professional responsibilities.
    
2.  #### Exam
    
    After FCB reviews and approves the application portfolio, register for and pass the 100-item multiple-choice Behavioral Health Case Manager exam with a 70% passing score. The current FCB fee schedule lists a $100 CBHCM examination fee.
    
3.  #### Experience
    
    Before the standard application, document at least 2,000 hours of relevant work in a targeted case-management setting providing non-clinical behavioral-health case management to adults or children with mental-health conditions, substance-use disorders, or child-welfare needs. Also document at least 50 hours of on-the-job supervision focused on case-manager competencies and three professional recommendations; employers, supervisors, and references submit the verification forms directly to FCB. Follow the current FCB forms for recency and supervisor eligibility because the standard PDF linked by FCB is an older January 2020 table while the current pathway page is the controlling overview.
    
4.  #### Application
    
    Create an FCB CertTrack account and online CBHCM application, upload the training verification and supporting certificates, identify the employers, supervisor(s), and three professional references who will submit their forms directly, request the official transcript from the degree institution, complete the required background screening, and pay the nonrefundable $100 application fee. FCB says the specialist contacts applicants within 30 days after the paid application. The current fee schedule lists $150 biennial renewal due March 31 and 20 continuing-education hours per renewal period.
    

**Good to know:** CBHCM is an FCB certification, not a Florida clinical license and not an LMHC route. Florida Statutes section 394.4573 requires each case manager or direct supervisor providing Medicaid-funded targeted case-management services to hold a valid certification from a department-approved credentialing entity; FCB states that CBHCM meets this requirement and is recognized for billable services under Florida's State Medicaid Plan. It does not by itself authorize diagnosis, psychotherapy, or independent clinical counseling.

### FCB Certified Behavioral Health Case Manager Provisional (CBHCM-P), a temporary entry credential that can be upgraded to full CBHCM certification.

1.  #### Education
    
    Hold a bachelor's degree or higher from a CHEA-recognized institution, with the official transcript sent directly to FCB. Complete and document 50 hours of CBHCM content-specific training in the required case-management domains. The September 2025 provisional guide mentions both a five-year and a 10-year training look-back in different passages; confirm the applicable period with FCB and use the current training verification form.
    
2.  #### Exam
    
    After FCB approves the provisional application materials, pass the 100-item multiple-choice CBHCM exam with a 70% score. The provisional credential is issued only after the passing score is recorded and is valid for 12 months.
    
3.  #### Experience
    
    This route is for applicants who do not yet have the 2,000 hours required for full CBHCM. Work or volunteer at an eligible site under intensive supervision, then complete 2,000 hours of relevant non-clinical targeted case-management work and 50 hours of direct on-the-job supervision during the 12-month provisional period. The upgrade guide limits supervision to 3 hours per week/156 per year, requires work and supervision within the 10 years before upgrade, and requires three professional recommendations; employers, supervisors, and references must send the forms directly to FCB.
    
4.  #### Application
    
    Create an FCB account and online CBHCM-P application, upload education and training documentation, and pay the $100 provisional application fee. After the provisional exam and award, submit the CBHCM-P Upgrade application before the 12-month credential expires, with third-party work, supervision, and recommendation forms; the current fee schedule lists a $50 upgrade fee. FCB says one extension for cause may be available, but CBHCM-P cannot be renewed.
    

**Good to know:** CBHCM-P is an entry pathway into targeted case-management certification, not a Florida clinical license. It does not authorize diagnosis, psychotherapy, or independent counseling, and a short training course alone does not create a state license or full CBHCM credential. Full CBHCM is awarded only after the upgrade requirements are approved.
