# Pennsylvania RN licensure by examination

This guide is intentionally scoped to entry Registered Nurse (RN) licensure by examination. Medicine, dentistry, pharmacy, physical therapy, occupational therapy, counseling, behavioral health, and other health professions have separate boards, credentials, education, examinations, and practice requirements. Pennsylvania regulates this pathway through Pennsylvania State Board of Nursing — Nursing.

## Credential requirements

### Registered Nurse (RN) — initial licensure by examination

1.  #### Education
    
    Complete a prelicensure registered-nursing program approved by the applicable nursing board and provide the official transcript, completion record, or other school evidence required by that board. The program includes supervised theory and clinical preparation. International graduates may need a board-recognized credential evaluation and English-language evidence.
    
2.  #### Exam
    
    Apply to the state nursing regulatory body and register with Pearson VUE for the National Council Licensure Examination for Registered Nurses (NCLEX-RN). After the board confirms eligibility, receive the Authorization to Test (ATT), schedule the exam, and pass NCLEX-RN.
    
3.  #### Experience
    
    No post-graduation nursing work experience is normally required for initial RN licensure by examination. The supervised clinical preparation is completed inside the approved prelicensure program. The board may require additional review, remediation, or documentation for older graduates, repeat examination applicants, international education, or prior discipline.
    
4.  #### Application
    
    Register with Pearson VUE, submit the Pennsylvania Board examination application, document the approved RN education, complete the required child-abuse education and FBI fingerprint process, and satisfy the Board before testing and issuance.
    

**Good to know:** Compact note: Pennsylvania requires an approved RN program, NCLEX-RN, and the Board’s application. The Commonwealth also requires a child-abuse-recognition/reporting course for initial RN licensure and a fingerprint-based FBI background check for new applicants; Pennsylvania joined the NLC in 2025. Do not practice until the board issues the RN license or an expressly authorized temporary/graduate permit.
